My opinions and reasons, for whatever they are worth to you.
Regardless of your gut feel, the 260 block has thicker walls
than the 289. (Watch it here, I did NOT say thick enough for a
289 CID  0.250 bore). Ford/Rootes recommends a max. overbore
of 0.040 on the 289, and 0.060 on the 260 (see manual). Most
wholesale rebuilds are automatically 0.060, and suffer because
of it. These are, of course 289/302. A 5 bolt 260 (or 289) is
fairly rare, and sleeving is found a lot.
An 0.040 bore is not any big issue with a 260, or 289 for that
matter. However, with an old block, and the pollution laws
preventing the old ‘boil-out’ of the block to remove years of
scale, there were probably other things wrong with that block
than the mild bore.
I did try water wetter, before getting a HiPo 4 row & 6 blade,
and it did very little improvement. Still wet the driveways
when parked. {9-<  You can't fix it with a surface tension
reducer if it's broke to begin with, and you don't need it if
its right. There is probably a middle ground where you'd see
some influence, as it does increase wetting, and heat
transfer, but it is not a cure. Just another place to spend
money.
