Chris, sounds like someone put hood pins at some time in the past.  The
person who did the pins in my car made a real mess, and it was fixed
properly by the body man. Welded metal to fill in the holes.

Unless I misunderstood, there are no holes like you described on the top
of the firewall area where the VIN plate is located.
