I believe the entire steering rack was painted gloss black. (See pages
147-151, and page 172 of the Book of Norman.)  This was not a shiny, real
high-gloss black, but neither was it a semi-gloss.  Also, the lower steering
column elements should be this color.  (Again, see pages 147-151.)
