Have you considered the drums may need replacing?
Check all of the wear surfaces to find out just what is wrong - are the new
shoes the right ones?
What Brad says is right - but you shouldn't need to weld metal lumps on the
end of brake shoes to make them work.

This is a common problem here. New drums, new shoes, new wedges, and still
the adjuster is nearly all the way in. The best theory I have seen is that
the shoes were built from a bad pattern.
