And that is what she should have done. It is a jurisdictional issue.
CHP is responsible for enforcement and reports on a freeway or in
unincorporated areas. Local police departments are responsible for
enforcement and reports on streets within their jurisdiction.

Again, laziness. But that was fortunate for you, for if a report had
been taken and a complaint filed, it would have been against you. No
matter how many cars are involved in a series of rear-enders, tail end
Charlie is the one stuck without anyone to sue and who will be the one
cited! Whether we like it or not, no matter how stupid a driver might
have acted, anyone who rear ends him is the guilty party!
But all of this has nothing to do with Spridgets! And I am as guilty as
anyone else!
