Fuel Pump Position

What is the mounting position of the fuel pump in relation to the fuel  tank? 
My Facet is above the fuel tank and I'm experiencing a dry bowl on the # 2  
carb after several hard accellerations in my 1380. I went to the Mallory site  
looking for higher volume pump and they say that all electric pumps should be  
mounted below the tank level. I'm just wondering if I need a new pump, or a 
new  location. Fuel filter and lines are clear.
