Paul,
195 is high, but not too high, depending on what CR you are supposed
to have, and the accuracy of your tester.
You could have a carbon build up in #4.  Mine reads 195 across all 4,
but I have skimmed the head.

Your wet and dry readings suggest that a good deal of the problem is
with valve seating, although the rings are not brilliant either.

For quick, simple and cheap solutions I would, in this order:

Take the head off, de-coke and check the valves - probably need
lapping in with grinding paste, or possibly need new ones if any are
badly burnt, but standard ones are cheap enough.

Check the bores for scoring.  If they have deep scars you may have
damaged rings.  If not too bad then a cylinder hone can do wonders at
zero cost!  Put grease around the piston edge to prevent honing debris
from getting away from you before you can clean it up.

So far you probably have only spent the cost of a new head gasket.  If
it looks OK put it back togeteher and go for an evening drive - you
should have a couple of hours left of the day!

If you need to go further, the next stage is to drop the sump, undo
the con-rod bearings and remove the pistons through the TOP of the
engine. (Did someone say you couldn't get them out?!!)  You can then
decide on new rings, new pistons and new bearing shells depending on
what you find. Beware, once you start here money will begin to drain
out of any unattended wallet or bank accout!

Remember - "if it aint broke don't fix it".  You may get away with
some labour - cost only repairs that gets you back driving again.  You
are not, I presume, expecting a race engine out of this?!
