absolutely..
one CANNOT weld over painted surfaces...or at least should not..
it contaminates the weld..
it does not act like a flux..
the carbon will pit the weld.
I don't know about your welding claim though. I have NO expertise in
welding, but everyone I know that does weld will not weld over painted
areas because it usually prevents a clean weld. Anyone?
