 Hello Tim, check and make sure your throttle plate(s) is set properly
 in the throttle body.  Just loosen the two screws holding the plate
 and working the throttle a few times to sit it properly.  The throttle
 plate should cover the openning completly.  If it does not seal the
 throttle completly your will never get your idle speed down.

 Also, if you do not have a solid throttle plate and it has a spring on the
 plate to let air pass when the car decelerates that  could also cause
 idle speed problem if it does not seal properly.  Good luck.
