If the bleed hole is for bleeding off air, that suggestes it should be
at the
top, shurely?

I called it a bleed hole because that is what the original poster called
it. Actually it is not for that purpose at all. It is for allowing the
water that is exiting through the seal to exit. At first it will seep
showing that the pump needs to be repaired or replaced and later it will
belch all the coolant out.
