It is to keep the bearings lubricated. If it is 1/2 full of grease and
the spindles get hot enough to melt the grease, both inside and outside
bearings will have the lower half immersed in the stuff. The rollers
(or balls as the case may be) will distribute the grease over the rest
of the bearing as the wheel spins!
