And the adjuster screw is backed all the way out? And the adjuster
pistons are pushed all the way in, with no binding? And they're riding
on a flat part of the adjuster screw head, not a corner? 

Does the wheel cylinder slide freely in its slot? Is the parking brake
all the way off?

If all answers are 'yes', then yup, the shoes overlined.
