My guess is that the throttle disks are going out of line.  If I
remember correctly, you indicated the shafts are not very tight -- if
the disk moves off-center, then it will fail to close the air passages
sufficiently to idle.  Try wiggling the throttle shafts or [gently]
tapping the carbs; if the disks are out of place, they should show it
by vibrating back to a more centralised position, slowing the idle and
demonstrating their independence of the idle stop screw and return
springs.
