Rear Brakes not working properly on 75 Spit

So here's the problem.  Bought the car last week.  Noticed right off that
the brakes were weak.  Hard braking in the gravel showed that it was the
back that weren't pulling their weight.  Also noticed that one of the rear
wheels seems to brake or drag on about half a revolution.  Pulled the drum,
it looked good along with what looked like newish brake pads.  Went through
the adjusting sequence and the right drum seems to drag through about 120
degrees.  Thought the drum might be warped so subistituted another drum.  No
change.  Bled brakes. Got a couple of tiny bubles and the fluid does look
dark.  Still not much change.  In  a hard stop the fronts will lock up but
the rears don't seem to be doing much.  Any ideas out there?
