As usual, good guidance from the list.

I disconnected power from the spa and confirmed the breaker works (it was
doing exactly what it is supposed to do!)
I have a short somewhere in the spa.

As someone mentioned from their experience, I am betting it is the heater.

Can you disconnect the load from the breaker and:

1:  Check that the breaker stays on with no load?
2:  Check that there is no conductivity from the load to ground?
3:  Check that the load resistance is reasonable (i.e. not shorted)?
