Breakers do fail, and they aren't nice enough to let you know in advance. My
hot tub pump switch is also the breaker, which is not really a good idea, as
circuit breakers are not really designed to be on/off switches for regular
use, but it is not unusual for hot tubs to be wired this way.

I secured our hot tub when the family was out of town for a week and since
it
needed cleaning, I ended up leaving it off for a few weeks.
I got around to cleaning it up, refilled and when I went to energize it,
the
breaker wouldn't restore power. It doesn't stay fully up in the powered
position and just drops back to the tripped (middle position).

I haven't been in the cabinet while it was secured. Gonna go dig in and
see
what i can see. All I can think is that maybe there is some
condensation...

I do realize that I have not been routinely checking the ground fault
function
  of the breaker.

I have had breakers fail before...

  Any ideas/guidance?
My trouble shooting plan is a good visual check, then disconnect the power
feed at the spa and see if the breaker will energize.
If so, then I know the problem is with the spa itself.

Shop link - sometimes after a hard day in the shop, I like to relax in the
  spa...

  TIA,
  Matt
