I'm in CT also with my tank in an unheated basement garage.  It gets as 
cold as outside.  Well, not quite as cold as night and not as warm as 
the day, but cold.  Water freezes.  All oil is delivered with an antigel 
additive and I've never had a problem.

I'd recommend a lined tank.
