I was one of my initial thoughts, too.  I cannot say whether the
techs checked for this but I would hope so.  Parents do say they haven't
had a freeze-up like you see with air conditioner units that are
low on freon.

I also considered the possibility that the defrost heater was somehow
running constantly even during the cooling cycle.  This would certainly
cause the compressor to run longer than normal and the heater would eat up
KWh.  Next time I'm at their house, I'll try to check (assuming the
evaporator coils are easy to access).  However, last time I was there, I
did hear the distinct *click* of the defrost relay turning "off"...
