Could you try fitting a vertical dropshaft outside the barrel? Fit a 
right angle bend  to the existing outlet point then a length of tube 
(say 1 inch i.d.) vertically down to ground level terminated in another 
right angle bend with hose connection. That way should increase the head 
of water in the hose and overcome the friction in the walls which the 
cause of your problem, IMHO. Particularly in the coiled hose.
