Maybe drill all the way through the tile and then use long tapcons to anchor
the sill plate to the concrete below the tile?  Even better, make sure that
the sills line up with grout-lines and drill through that.  Then, when you
tear it down you can back the tapcons out and regrout without leaving big
holes in your pretty tile garage floor.
