Most body shops and hitch places don't like to "think outside the box". I
would visit a couple of welding shops. These are guys who are used to
solving problems and doing stuff that is beyond what the installation
instructions say. That said, you are going to be operating outside of the
"norm" so deciding what is safe and reasonable will fall on you and the
welder. So, whatever solution you come up with, make sure you're
comfortable with it. If you rely on the welder for this, make sure you
feel confident that he knows what he's talking about.
