Those motors don't have problems with sitting unused, as a general rule.
Possibility of armature corrosion on the contacts, or filth if it sat
in a dirty environment, and the muddaubers holding the brushes.
Is this a 220 volt unit that you're plugging into 110? Don't go by the
plug alone, there are 220 plugs that look like 110. Many 220 motors
will run, albeit weakly, on 110 current.
Check the freedom of motion of the blade and assembly. It should spin
down slowly when the saw is turned off. It should also be able to spin
easily and smoothly by hand. If not, check the bearings and such.
