Duncan Hines works on glass, but fails the permanently test. Oh, wait,
you don't mean that sort of frosting.
I don't know about actually frosting the window, which is done by
etching, but there are glass paints that will let you create the look
(and opacity). Any craft store (got a Hobby Lobby handy?) should have
them.
