I've seen exactly one of those sets in my life, my grandfather got them from
his father.  I believe they were made around 1915.  Fitted wooden box
(cracked in several places), adjustable square dies, and only about 5 sizes
in the whole set.

You can still buy sets with all 3 types of tap, but AFAIK all modern taper
taps cut full depth threads.  (Unless of course you buy custom taps that
deliberately cut undersize threads.)
