It all depends on how fast you want the stump removed.

 - Within a year, grind it out
 - Longer - Drill holes in the stump.  Fill the holes with sugar or
buttermilk.  Moisten thoroughly and cover with mulch.  Keep it covered.
The sugar/buttermilk provide a jumpstart to the decay process.  The
more, deeper and bigger the holes the better.

I have found this to work as well as the "chemical removers".  My
understanding of the chemical products, is they enhance the natural
decay.  Any sugar based product will provide the same effect.
