Only thing I can think of is the PCV Valve. Have you tried replacing
that? I recently failed emissions inspection for visible smoke in my
commuter car ('90 Plymouth Laser). After replacing the PCV (and adding
STP smoke treatment), it passed inspection without a problem. Also, don't
forget to check the other end of the PCV system (I think it would be a vent
- but I'm not familiar with the stock Elky manifold - I have a TPI
conversion in main)
