Come on guys.  Pick a small number size orifice that you like, make up your
gauge (use two VERY EQUAL gauges as there is usually a large differential
between actual pressure and reported pressures - only very expensive gauges
are "calibrated" - you are looking for relative pressure differential
between the two gauges).  Put it on the cylinders, one at a time, and note
the input pressure and the "leak down" pressure for each cylinder.  Do the
math after you have all the readings and "viola", you have you leak down
percentages.

Simple as that.  Stop all the talk and do it already.  You all could have
had your gauges built and have tested your whole neighborhood by now!
