Larry speaks the truth!  I had to wait for ~1 hour in Weld County, Colorado, 
(largest county in Colorado, 8 window clerks) for a title change and then 
they needed some other paperwork cuz "yours is outdated".  Got the update 
and waited another hour and now they need a 'bill of sale' for a truck that 
has had a title for 25 years! Can you spell STUPID?  My title had the engine 
number and cab VIN.  I needed to get the engine number taken off the title 
cuz the insurance company was using the engine number and the DMV was using 
the cab VIN.  It kinda caused problems when the cops want proof of insurance 
but helps when you keep a copy of Inliners engine identification papers.  
Then all you have to hope for is that the Cop can read and he'll let you go. 
  I then went to Morgan County, waited for probably 30 seconds (one clerk) 
and gave them the same stuff I had the first time in Weld County and 
everything was A-OK.  I told them what Weld County wanted and they said, 
"This ain't Weld County, we serve the people here".  I said "I know and I'm 
glad".

Go to another DMV office. :-)
