One thing important to check is whether the homeowners' association actually
has any enforceement powers. This is generally in the CC&Rs, and usually
takes the form of the ability to impose fines which become a lien on the
property. Sometimes they simply have standing to sue you for an injunction,
i.e. an order of the court to move your truck. Usually they don't have the
resources or will to sue you.
I used to go to meetings of a HOA where I used to live. It was run almost
exclusively by realtors who had a professional interest in keeping house
prices as high as possible. Their CC&Rs had no enforcement power, and all
they could do was bluff by sending violation notices, and they also had a
retired policeman who they sent out to talk to people. When push came to
shove, though, they couldn't do anything other than call the city code
enforcement officer, who ignored them.
