ballast resistor's

Is there an easy way to test my resistor?  I'm try to trouble shoot why me
ignition light stays on (dim) all the time.  I think I have a short but I
thought maybe it was the resistor.  At least that is what a friend told me.
Anybody have a idea?  Oh by the way the alternator is new.  second one in 1
year.
