FWIW, I've had no problems using POR 15 on any surface, as long as I
followed the POR instructions to the letter.
If you have a really smooth, bare steel surface to deal with, try misting
it with water to develop a light rust overnight, then when it is dry, hit it
with POR.
If you are doing your chassis a bit at a time (rather than all at one
"sitting"), it will pay you to buy your POR in small rather than large cans.
It is amazing how quickly that stuff can cure in the closed can!!
