If the mechanism moves freely, just not very quickly, it's a pretty good
indication that the shunt winding on the armature may have taken it in the
shorts.
First, open up the gear case and make sure there is a good supply of lithium
(white) grease. If any of the existing grease has turned waxy, replace it.
Second, take the wiper arms loose from the wiper motor. If it speeds up
significantly, it may be that the wiper arms are dragging on the glass. If
so, move them further away from the glass so as to loosen the tension.
If the wiper stills moves slowly, remove it from the car. Then take the
cover off and inspect the armature. If you notice any charring of the
windings, a rebuild or replacement is in order. If the windings look OK,
check the length of the brushes and the general cleanliness of the motor
innards. Often, if the armature is OK, a good cleanup and relube will do the
trick.
Short of armature rewinding (which I cannot do), I rebuild those little
critters for a nominal fee. Let me know if you need help.
