This must be for a TC as I can't find any tool 68822 in Section Q of the TD-TF
workshop manual.

If this is a TD, I've successfully used a large two jaw bearing/gear puller to
remove the drums.  If the inner bearing/distance piece stays on the stub axle, I
remove the four bolts holding the backing plate on and then pull on the backing
plate with the same gear puller.  Unless the bearing is really stuck on, you
should be able to get the bearing off that way. I've never had any problem
disassembling a TD front drum/bearings this way.
