Rails vs Spoilers

What are the pros and cons of roof-rails compared to the "pop-up" roof
spoilers that NASCAR uses?  There is no question that the NASCAR spoilers
work. However, there is still no mention of the NASCAR style in the rule
book.  Do rails work as well, if so, why doesn't NASCAR use them?
