Bob, I always glue the gasket, cork, silicon, rubber (have used all kinds)
to the block. This forms a lip to keep the oil in. The alloy cover sits on
top and is not glued on.
Clean the block top well, put RTV on the gasket and lightly bolt the cover
down while the RTV cures. I've done it on the street and racing Triumphs
for years, normally the gasket lasts until I strip the head for valve jobs
or rebuilds.
