Yes, both statements are correct.

That's the way I've always done it.  (I've never owned a hardtop.)  I 
often drive with the tonneau closed on the passenger side, which makes 
it quicker to 'button up', with tonneau only, rather than having to 
erect the top for a threatening rainfall.
