attempt at drilling it.

Hi Stan, 
a method I used on a couple of resto's is to weld another bolt to the seized
stub.
The combination of the heat, a dose of DWF and gentle rotation from either
the front or the rear of the stub, and the broken stub will be removed.
(It is often easier to attach the welded part to the opposite end of the
bolt than where the head was since it is usually longer and more convenient
to access.)
Have a look at the pics in MyImagestation to see how to do.
Almost without fail you will be able to remove the stub.
If the weld breaks, re-weld the join. More heat can only help to loosen the
recalcitrant bolt.
