Well, that hole is to vent under the piston in the carb. Hardly any air
flows through it. Mostly in and out a little. The pin that goes in the hole is
not an airtight fit. I suppose a tiny dab of clear silicone to plug it. Just
don't block the vent hole. A common mistake when cutting your own carb to air
cleaner gasket is to not cut out the holes for the vents. The carb runs
chronically rich from then on as the slide does not raise like it should.

The only thing I can see that would be affected by the lift in being
missing is that the hole that it normally is in will cause a slight leak
past the air cleaner. That will allow some dirt to bypass the filter. If
it were mine, I'd plug the hole and forget about it.
