I responded to Daniel privately, forgot to go to the list.  Anyway, I've
heard to fill the tank up with sand before welding to remove the air space.
I've never done it myself, but have heard it works wells.  You'll still get
the occasional snap, crackle and pop but no boom.

My understanding on this clean with water deal is that after doing all the
cleaning, when heat is applied, there is residual deposits of hydrocarbons
in the metal and they are released with heat which is why "cleaned" tanks go
bang.
