I sent mine to Metal Rehab.  www.metalrehab.com They chemically stripped and 
de-rusted it.  I was then able to weld all over and inside the tank without 
fear.  They will also get all the rust out.  There will be no need for a liner 
or worries about crud getting in your pickup.

I know that this is slightly off topic but I know someone here must know how
to do this safely.
        I need to weld a crack in a steel gas tank.  Tanks got old gas in it
right now.  Is there any safe way to do this?  I will be MIG welding the
crack. Drain the tank, fill it with water or what?
