Pressure caps on 1600

Have a buddy that has a 66 1600 that the temperature rises to 250 when
he drove it last weekend.
 
He has just bought this car from a guy in San Diego
 
That guy told him they are a bitch to fill with water (Inlet on head)
and that it always runs at 190
 
He has checked the water level and it seems fine.
 
I was wondering if maybe he has worn out pressure caps on his system.
 
I recall that the cap that is on the filler is smaller than normal?? And
I vaguely remember a friend who had a new top put on it so he could use
an aftermarket cap on that portion of the system, are original caps hard
to come by?
 
On another note I have seen discussions of what lb pressure cap to use
on the overflow tank.
 
I run a 13lb cap (told by Vern Colvin that that's the one to use) but I
have seen other e-mails suggesting 3lb or 7lb are the max pressure to
use.
 
I have been running a 13 lb cap for 16 years without any problem and the
car never overheats, even when others that I am running with are pulling
over to cool off or add water as they are overheating.
 
Your thoughts and comments are needed so that I can forward this info to
my friend, who is just getting into his first roadster
