Its been my experience that out of balance rear wheels don't shake the 
steering wheel. They will shake the body and very bad ones will be felt in 
your seat. Steering wheel shimmy can be cause by out of round tires (broken 
belt), or out of balance condition, but only the front tires will affect the 
steering wheel.
