Ive heard that as well but after towing a lot of vehicles and such I
found that with that ratio you still have the same problems if the
tongue is too heavy or if the load is off balance.
I also used to have a 21' Mercruiser ocean boat that was huge and
heavy!! It pulled great with the 86 4Runner I had. The beauty of that
rig was the trailer was balanced so well that I could move the boat by
hand to park it in some tight places.
