I had to have my 65 MGB with 45 DCOE checked for emmissions when I first
came into California.  This guy knew his stuff.  The carb. would not pass at
idle, no matter what he did.  Under load was no problem.  So when the
computer was ready for idle condition, he popped the car in gear, brake on.
By working against the clutch he was able to get idle revs, but with the
motor loaded.  The car passed!  It was an interesting experience.
