Well, almost. It is against Federal rules to own <italic>and</italic> operate
a radio receiver
to intercept cellular phone calls. Own, yes. Many scanners will do it.
Operate, that's a no no. It was too easy for the National Enquirer to
intercept calls made by Senators to their Mistresses, so they made it illegal.
