Your assessment is correct. The phrase refers to the Murphyesque
tendency for small, quick, easy or cheap fixes to become large,
involved, time-consuming, and always expensive PROJECTS! It's
not just finding more and more rot to fix, but also deciding
that since you have the framis adjuster off and out of the way,
you might as well replace the blivet pins. After all, you'll
have to do them some day anyway, so why not now? And once the
blivet pins are out, why not do the widget washers? And while the
widget washers are out why not do.......? and on and on ad infinatum,
ad nauseum, ad impovrishium, etc.
