I was always told that running the car without a thermostat was dangerous
because the car wouldn't heat up quickly enough.  It may be that by
welding it open they are trying to restrict the flow a little bit, but
not restrict it as much as a working thermostat would.  This would also prevent
the full flow that the omission of a thermostat would give.  Maybe you don't
worry about the car not heating up quickly enough on a racing vehicle 
because of the strenuous way in which the engine is treated all of the
time.
