What you are describing is (probably) not understeer.  What it 
sounds like to me is poor suspension adjustment (maybe caster).
Understeer and oversteer only really come into play at the limits
of adhesion.  Understeer is when the front end "washes out" first
and the car skids straight off of the road.  Oversteer is when 
the rear end comes up to ask you what you think you are doing
letting off of the gas at the apex of the turn.
