This is how the turn signals are wired on my car:

Note: - both circuits use the SAME flasher unit
- the wiring for both circuits is shared upto
the turn signal stalk
The reasons you may one side blinking slower than the other are :
- One (or more) bulbs not working
- Bad earths on any one of the four lamps (or 6 if 2 reapeters are used)
(Do you have 1 or 2 dash repeater lights ? - check each of them)
- One (or more) bulbs is of different resistance (remember there are
a total of 6 bulbs in the circuit)
- Are any of the bulbs brighter than the rest ? (In the UK, turn signal
lamps are a different wattage to those in the USA - I think the UK is
25 Watts and the USA is 21 - can anyone verify this ?)
Try :
- Moving bulbs from one side to the other and see if the slow blinking
"follows" the bulb
- Thoroughly clean ALL connections, including all "bullet" connections
- Thoroughly clean the earths and verify that each lamp is using the
correct earth and not going though another circuit's earth.
- Isolate the circuit from the car and use separate earth's straight
to the -ve terminal of the battery
I bet you you have an earthing problem, or a corroded connection.
