TR3A driving lamp mounts

I would like to find out what the TR factory used to mount the Lucas driving
lamps to the late TR3A front bumper.  There was a bracket that was used on
the early bumper that will not fit a late bumper.  The angles are such that
you can not drill the bumber, mount the lamps directly to the bumper and 
expect to have the play to aim them correctly.  The lamps I have seen
mounted on TR3As have either utalized a bar that mounted them too high, or
have been mounted behind a cut out section of the grill.

I made mounts once that utalized the license plate mounting holes. They looked
like the spacing was correct according to pictures of factory mounted lamps
but I was unable to get a wrench in to adjust the driving lamps.

Can anyone help me figgure out what the factory used to mount driving lamps
to a late TR3A bumper???? Or do you have a good work around??
